Establishes the New York state take me home program within the division of criminal justice services; directs the division of criminal justice services to create a secure, voluntary statewide emergency information registry to allow participants to provide information, before an emergency occurs, about individuals who may be at increased risk of wandering, becoming lost or having difficulty communicating during an emergency to assist first responders to locate and assist such individuals in the case of an emergency.
